No steps to evict windmill firms

Though it has been four years since the High Power Committee headed by the Chief Secretary found that 85.21 acres of tribal land was encroached upon at Attappady and sold to windmill companies, action has not been initiated either against the officials who had helped in fabricating the documents or those companies that are still in possession of the land. In fact, power from these units is flowing to the grid of the Kerala State Electricity Board at Attappady.
The 85.21 acres of land formed part of the 374.48 acres that Sarjan Realities Limited, a subsidiary of Suzlon, had acquired in the Attappady areas where Suzlon Energy had installed 31 windmills, all in the name of green energy production.
The windmills were sold to some prominent film personalities and companies. The report of the Chief Secretary that had come out in July 2010 was used by the United Democratic Front (UDF) against the Left Democratic Front (LDF) which was then in power in the State. The UDF raised the matter in the Assembly and replying to the debate, the then Electricity Minister A.K. Balan admitted that windmill companies had encroached upon tribal and forest land in the Kottathara, Sholayur and Agali villages of Attappady.
The Minister had stated that the report of the Integrated Tribal Development (ITDP) Project Officer of Attappady revealed that 100 acres of tribal land and 50 acres of forest land was encroached upon by the windmill companies. The then Collector K.V. Mohankumar also sent a report to the government stating that there were widespread encroachment. He suggested a comprehensive inquiryby the Revenue, Registration and Forest Departments to bring out the fraud.
Agitations held
Most of the top leaders of the UDF reached Nallasinha in Attappady in July 2010 to lead an agitation by the tribal people demanding that the encroached land be returned to them. The UDF leaders demanded action against the officials and the windmill companies for usurping tribal land.
They declared at Nallasinha that the two wind towers standing on the encroached tribal land should be acquired by the State government and returned to its original owners, the tribal people of the area. They even led a delegation of tribal people to Delhi and met Congress President Sonia Gandhi and Vice-President Rahul Gandhi seeking their support for the agitation.
It had been nearly three years since the UDF came to power, but they seemed to have forgotten about the tribal-land issue in Attappady, said M. Sukumaran, convener, Attappady Samrakshana Samithy.
He said that in survey no.1,275 of Kottathara village the extent of land was 215 acres. “Fifty acres of forest land and 150 acres of tribal land. But the entire 150 acres of tribal land is sold and encroached upon using fabricated documents by the land mafia. In total 25 fabricated documents were made with the connivance of the officials of Revenue, Registration and Forest Departments.”
He said though the government had suspended four officials and three officials of the Attappady Hill Area Development Society in connection with this case, all of them had returned to service now. The government had taken no steps to evict the windmill companies from the tribal land, Mr. Sukumaran said.

Kerala to seek changes to CRZ notifications

The Cabinet on Wednesday decided to urge the Centre to amend the Coastal Regulation Zone (CRZ) notifications to remove difficulties caused to fishermen living in the coastal areas of the State.
Minister for Information and Culture K. C. Joseph told the media after a Cabinet meeting that the Cabinet had discussed the issue in detail and felt that the regulations needed to be changed in view of the special circumstances existing in the coastal areas of the State. Discussions would be held with officials and others about the specifics.
The Minister said the Cabinet had proposed to clear up pending files at the Secretariat and offices of heads of departments in a time-bound manner. Files pending for more than three years would be cleared in 100 days as part of an intensive drive. The Chief Secretary would give directions on clearing them on a rationale basis with due regard to law.
A study conducted by the government had showed that only 25 per cent of files received at the Secretariat had been disposed till February 2014. At the offices of the heads of departments, disposal rate was only 16 per cent.
Mr. Joseph said the government had expressed dissatisfaction over ‘slow’ disbursement of wages to workers under the Mahatma Gandhi National Rural Employment Guarantee Scheme by the nodal agency State Bank of India. Though government had deposited Rs. 387 crore with the SBI on April 9, it had so far disbursed only Rs. 175 crore.
The government would consider appointing more banks as nodal agencies for disbursement of wages in view of the problems with SBI.
Asked about the amicus curiae report on the Sree Padmanabha Swamy temple assets, Mr. Joseph said that the government had no comment to make at this stage since the matter is now pending before the Supreme Court.

Translocation seldom settles human-leopard conflicts

K.S. Sudhi,

The animal might cause problems elsewhere or die in the wild

: Translocating leopards that stray into human habitations cannot permanently solve the human-leopard conflicts, pointed out wildlife researchers.
Referring to the recent incidents of sighting of leopards at Vazhachal forest division, researchers said the translocation could turn the animals more problematic and eventually it might cause problems elsewhere or die in the wild.
Wildlife scientists of the Kerala Forest Research Institute who had studied the incidents of human-leopard conflict in the central Kerala region had earlier listed 16 incidents of cattle-lifting between April 2009 and March 2012.
Most incidents were reported in Palapilly, Pariyaram and Pattikkad forest ranges.
Leopard is a nocturnal feeder, which preferred domestic dogs and cattle when they visited villages. Most incidents occurred in the immediate forest fringes of as close as 50 metres to the forest.
During the study, conducted by E.A Jaison and Suresh K. Govind of the Wildlife Division of the Institute, 13 sightings of leopard were recorded from Palapilly, Sholayar, Pariyaram, Pattikkad and Vellikulangara forest ranges. Two female leopards, aged below four years, were caged from at Malakkapara (Sholayar Forest Range) and translocated.
Leopards don’t go after human beings and prey on them. However, close encounter with the animal can be dangerous. Animals which feel threatened could turn extremely risky. People should exercise caution during the morning and evening hours when they become very active, he said.
The study indicated that the “reduction of natural prey within the forest limits, fragmentation of habitat and alteration of countryside” created a suitable habitat for leopards in the fringe areas. Researchers indicated that “all the areas of leopard attack on humans had an ideal habitat for them. In the first incident at Athirapilly Forest Range, central Kerala, good habitat near the area of attack, dogs in the human habitation, cattle rearing, free grazing of cattle and the water availability amplified the human-leopard conflict.” it said.
Defending their territory
P.S. Easa, Head of the Wildlife Division of the Institute, said leopards, being fierce defenders of their territory, may find it tough to settle down when translocated to other regions. The guidelines issued by the Ministry of Environment and Forest earlier had prohibited the translocation of problematic leopards and it suggested that the animals should be kept in captivity, he said.
The disturbances in the fringe areas of the forest may force them to look for new pastures. The problematic animals should be radio-collared while translocating them so that their movements could be tracked. Though some proposals were forwarded to the State authorities for procuring them, nothing much has progressed, he said.
Translocating the problematic ones without monitoring its movements would amount to shifting the problem to some other place than managing it, he said.
Dr. Jaison said prominent male and young leopards would fight the weaker ones, forcing them to the fringe areas of forests.
Weaker ones would be forced to look for unoccupied territory or move to fringe areas. Prominent males might even kill the weaker ones. Such situations could occur when the leopards were translocated to new territories, he said.

More time to check ESA maps

(Map: courtesy: down to earth)
The government has given time till April 30 to panchayats to examine the revised Ecologically Sensitive Area (ESA) maps that have excluded 2,500 sq km of human settlements, plantations and agricultural land from the ESA demarcated by the High Level Working Group (HLWG) for Conservation of the Western Ghats (K. Kasturirangan panel).
