Researchers search for elusive giant squirrels

Researchers are looking into the ecology of one of the least studied species of an elusive animal, Grizzled Giant Squirrel.
The Indian population of the arboreal rodent species is believed to be around 500 and the Chinnar Wildlife Sanctuary houses around 150 of them, the only place from where the rodent species has been reported in the State.
In rest of the country, the population of the smallest of the giant squirrels in India has been reported from Srivalliputhur in Tamil Nadu and Cauvery in Karnataka. Researchers are clueless about the limited population of the species as its cousins breed and survive in large numbers in the forests of the country. The species is found in good numbers in Sri Lanka too.
Other species
“There are good number of Malabar Giant Squirrels, the another giant squirrel species found in Kerala, and Black Giant Squirrels, also known as Malayan Giant Squirrel, found in the forests of north east,” researchers of the College of Forestry of the Kerala Agriculture University, Thrissur, said.
The population of the Malabar variety is supposed to be over 5000 in the country and confined to south Indian States. The Grizzled species has a low rate of reproduction and is more vulnerable to risks of survival, researchers said.
Scientific literature describes the animal, also known as Sri Lankan Giant Squirrel, as one with “brownish-grey in colour, with pale hair tips giving it a grizzled look. Its underside is dirty white. The ears, crown and dorsal midline are dark brown or black. The ears are short, round and often tufted. The tail is as long or longer than head and body and has long pale hair, making it greyish looking as compared to the tails of other sub-species.”
It was in 1993 that a primary research was first done on the species. Since then, it escaped the attention of the researchers.
The squirrel is believed to be feeding on fruits and flowers and leaves of trees. However, no specific information is available on the feeding and breeding habits of the species, which has been classified as Near Threatened in the Red list of the International Union for Conservation of Nature (IUCN).
One need to know more about the ecology, population dynamics and food and feeding habits for evolving long-term conservation of the species, whose population trend is decreasing according to the IUCN data.

KFRI to monitor ecosystem of Western Ghats

Project to generate baseline data on ecology

 Scientists of the Kerala Forest Research Institute (KFRI) will join hands with their counterparts in other research institutions for long- term monitoring of the Western Ghats ecology to understand the impact of climate change and develop strategies for conservation and restoration of tropical forests.

The multi-disciplinary initiative, involving the Jawaharlal Nehru Tropical Botanic Garden and Research Institute (JNTBGRI), the Centre for Water Resources Development and Management (CWRDM) and the Forest Department, is one of the long- term mission projects identified by the Kerala State Council for Science, Technology ad Environment (KSCSTE) to promote collaboration among scientists working in different sectors. It is estimated to cost Rs.10 crore.
Over the course of the 10-year project, researchers from the participating institutions will establish permanent sample plots in the species- rich tropical forests of the Western Ghats to study the ecological structure and function, wildlife status, species diversity, human impact on biodiversity, the influence of tropical forests on climate, carbon sequestration and ecosystem services.
LTER networking
The project will generate weather data through automated weather stations to analyse the impact of climate change on the forest sector. It will also study the soil nutrient dynamics and hydrological aspects of forest ecology.
According to E.A. Jayson, scientist, KFRI, long-term ecological research (LTER) networks like SI/MAB (Smithsonian Institution/ Man And Biodiversity program), RAINFOR (Amazon Forest Inventory network) and Gloria (Global Observation Research Initiative in Alpine environments) have generated useful data for different ecosystems in Europe, Africa and America and provided an understanding of the dynamics of global change.
“Despite being a country with diverse vegetation types, India still lacks long- term ecological studies. As one of the hotspots of biodiversity, the tropical evergreen forests in the Western Ghats offer scope for such a long- term monitoring programme,” he says. “It is also significant because, in spite of three decades of scientific enquiries, our understanding of the Western Ghats forests remains fragmentary and inadequate.”
Executive Vice-President, KSCSTE, V.N. Rajasekharan Pillai said efforts were on to rope in Central research institutions also into the programme.
The pilot project would be funded by the State. “We will approach the Ministry of Environment and Forests, Department of Science and Technology and Department of Biotechnology for financial assistance,” Prof. Pillai said.
Baseline data
The project will utilise technological tools like DNA bar-coding, remote sensing and Geographic Information System (GIS) to generate benchmark information on the forest ecosystem of the Western Ghats.
It will create a database to understand the impact of climate change on the ecology. Another output is a Web portal for researchers to access all the data and publications generated by the participating institutions.
Dr. Jayson said the project had the potential to become part of the global network of LTER programmes.

Bird conservation plans for districts in Kerala

KOCHI, November 26, 2013
Bird conservation plans will be prepared for each district of the State under the aegis of the Kerala Forest Department.
A meeting of the bird enthusiasts, convened by the Social Forestry wing of the Department at Kochi on Monday, also chalked out a plan to include NGOs and citizen groups in the conservation programmes.
The district plans would be ready by mid- December. Survey of commonly found birds will be held with the support of residents associations and schools. Initial surveys will identify places which have bird populations. Water bird surveys will be held in January followed by a heronry survey during July-August.
A monthly survey for pelagic birds has also been proposed, according to the organisers. The Assistant Conservators of Forests (Social Forestry) will coordinate the activities, the organisers said.
The Forest department proposes to build citizen support for the conservation drive and to develop a network of trained bird conservationists. Organisations and institutions would be encouraged to take up conservation programmes and issues related bird-human conflicts especially the problems faced by the farmers will also be addressed, the organisers said.

Four new catfish species discovered in Kerala

Four new species of freshwater catfish have been reported from Idukki and Pathanamthitta districts, highlighting the rich biodiversity of the riverine ecosystem in the State.
All the four species, namely Horabagrus melanosoma, Mystus heoki, Mystus indicus and Mystus menoni, were discovered from the Manimala river by Mathews Plamoottil, Assistant Professor in Zoology, Government College, Chavara, and Nelson P. Abraham, Associate Professor, St. Thomas College, Kozhenchery.
The researchers have published their findings in the latest issue of two prominent scientific journals, Biosystematica and the International Journal of Pure and Applied Zoology. The International Commission of Zoological Nomenclature (ICZN) has also approved the names given by the researchers to the new species.
Discovered from Venpala near Thiruvalla, H.melanosoma is deep black in colour with short fins and spine. It grows up to 23.5 cm. M.indicus was collected from Kuttoor in Pathanamthitta district. It is characterised by yellowish green colour on the upper lateral side and clear white on the lower lateral and grows up to 10 cm.
Featuring a bluish black mid lateral line and a long dorsal fin, M.menoni grows up to 12 cm. It is named after A.G.K. Menon, eminent freshwater fish taxonomist. An unusually long catfish, M. heoki was named after Singaporean taxonomist Heok Hee Ng. Both M.menoni and M.heoki were discovered from Elankadu in Idukki district. All the four species are edible.
According to Mr. Mathews Plamoottil, no new fish of the Mystus genus had been reported from Kerala since 1865 when Francis Day discovered Mystus armatus from Thrissur. In the course of his research work spanning several years, Mr. Mathews Plamoottil had collected almost all Mystus fish species in Kerala from various places in Kerala, including Wayanad, Thrissur and Kottayam.
This, he said, had enabled him to identify the new species.
Specimens (holotypes) of the new fish have been deposited at the Indian Museum, Kolkata, and the freshwater fish museum of the Zoological Survey of India, Kozhikode. All the new fish have also been registered in the World Zoobank of ICZN. A few months ago, Mr. Mathews had discovered another new catfish, Glyptothorax elankadensis from Idukki.

Pilgrimage to experience the lap of nature

KOZHIKODE, November 25, 2013
Two days in the lap of nature and a whole new experience living in harmony with it. That was ‘Haritha Theerthadanam’ (green pilgrimage) for the 25 odd youngsters who took part in this novel study camp organised by the Green Community, an environmental organisation.
‘Haritha Theerthadanam’ was held to the Vallikkunnu-Kadalundi Community Reserve, which houses one of the only five notified wetlands in the State, and the Kadalundi Bird Sanctuary. The participants stayed in tents on the banks of the Kadalundi River, lined with mangroves, had food that was collected from nature, and had two days soaking up the beauty of the land and river.
A class by Jaffer Palot, a scientist with the Zoological Survey of India, on Saturday was a refreshing experience for the participants. He spoke on the wide variety of organisms which made the mangrove forests their habitat, the slightly evolved varieties of mangroves along the coast, and their role in preventing damage during natural disasters such as storms and tsunamis and attracting migratory birds.
Mangrove conservation
Kallen Pokkudan, environmental activist who championed the cause of mangrove conservation, visited the camp. His presence triggered a healthy debate on mangrove conservation. He stayed with the camp till the end, and even took part in the boating through the Kadalundi River on Sunday. The participants set off in two country boats to the bird sanctuary. Further discussions on the challenges in mangrove conservation followed. Environmentalist T. Shobheendran led the participants.
Green Community’s Kozhikode district coordinator N. Balakrishnan Kannancheri, district convenor Sandeep K.M. and State committee member Pramod Mannadath were present. The community is planning a State-level camp on the lines of the ‘Hartiha Theerathadanam.’

Hills razed to build resorts and roads

Though all the three grama panchayats in the Attappady Hills are listed as ‘A’ category (ecologically fragile land) in the K. Kasturirangan Committee report on the Western Ghats, large-scale degradation of environment has been reported from these areas.
The hills around Narasimukku in Agali grama panchayat on the banks of the Bhavani have been razed for construction of resorts. Roads were built by flattening land, causing soil erosion.
The destruction of hills is carried out under the cover of an order from the Village Officer of Agali, purportedly for taking up agriculture on the 20-acre land. Razing of hills has caused serious environment problems, said K. Sukumaran, convener of the Attappady Samrakshana Samithy. Streams and check-dams across the rivulets downstream have been filled with the eroded soil.
Mr. Sukumaran said parts of Attappady had turned into dust land owing to the removal of large quantities of sand.
At Nallashinka, three check-dams are filled with eroded sand from the construction of platforms for windmills, depriving the people of drinking water. At Kavundikkal and Kunnamchala in Agali village, construction of the platforms was taken up at 12 locations.
Unauthorised sand-mining and quarrying continues to be rampant in Attappady, Mr. Sukumaran said.
He said such large-scale destruction of the environment was going on in a place where the State government had completed a Rs.218-crore eco-restoration scheme implemented by the Attappady Hill Area Development Society.

Heavy metal contamination endangering marine, inland fishes

Heavy metal contamination is emerging as a major threat to aquatic systems across the State, endangering both marine and inland fishes and posing a human health hazard.
Studies conducted by researchers in various colleges in Kerala have confirmed the presence of heavy metals in aquatic organisms in rivers and estuaries in the State.

A study by S.R. Lalsha and Jude Emmanuel of the PG Department of Environmental Sciences, St. John’s College, Anchal, revealed dangerously high accumulation of metals such as lead, zinc, and copper. The study covered five marine (Indian scad, Threadfin bream, Indian oil sardine, Indian mackerel and Mackerel tuna) and four inland fish species (Pearl Spot, Catla, Rohu and Red tailed barb), with samples collected from different markets in Thiruvananthapuram and Kollam and the Kallada river. The level of heavy metals in marine and inland species was found to be higher than the permissible limit recommended by WHO.
High accumulation of toxic arsenic was detected in all the marine species except Indian mackerel. Toxic cadmium was present in the muscles of all but one species, while highly toxic mercury accumulation was observed in the Threadfin bream (Killimeen). About 28.2 of the total lead reported in all the five marine species was accumulated in the muscles.
Metal burden
Among inland fishes, the level of toxic lead was found to be high. Cadmium was reported only in the liver of one inland species ( Catla catla ). All the fishes accumulated zinc, copper and lead. Among the tissues, the gills accumulated 49.83 per cent of the total metal burden followed by the liver (40.38). The concentration of lead was found to be high in the liver and muscles.
Fishes are capable of accumulating heavy metals in their living cells to concentrations much higher than those present in water, sediment, and microflora. Even essential metals such as copper, cobalt, zinc, iron, and manganese become toxic at high concentration.
Health hazards
Accumulated heavy metals enter the human metabolism through consumption of fish and may cause serious health hazards by disrupting the function of vital organs such as the heart, kidneys, liver, and bones. They also displace vital nutritional minerals, thereby hindering their biological function. The paper presented at the international conference on ecosystem conservation, climate change, and sustainable development here earlier this month says the detection of heavy metal accumulation necessitated regular monitoring of fish resources. The researchers said the study had confirmed the liver and gills of fishes as a reliable bio-monitor of heavy metal pollution.
Another study by P. Nimisha and S. Sheeba of the Department of Zoology, SN College, Kollam, detected high level of cadmium, copper, lead, zinc, and chromium in water samples collected from 60 km along the lower reaches of the Periyar river. The concentration of all the heavy metals in water was above the permissible limit. Relatively higher concentration of lead and zinc was observed.
A third study by C. Mini Chandran and P. Natarajan of the Department of Zoology, D.B. College, Sasthamcotta, showed high level of heavy metals such as copper, nickel, lead, and iron in the sediment samples collected from the Poonthura estuary in Thiruvananthapuram. The entire estuary was found polluted with lead, with the highest contamination at the bar mouth.

ANERT to set up 2-MW solar farm in Palakkad

Kerala’s first solar farm on the Mega Watt scale is expected to become operational at Kuzhalmandam in Palakkad district by March next year. The Agency for Non-conventional Energy and Rural Technology (ANERT) will implement the project estimated to cost Rs.16 crore.

Utilising crystalline silicon technology, the grid-fed solar power plant of 2 MW capacity will come up on 12 acres of land. Designed in-house by ANERT, it features flat plate collectors and intelligent inverters. Once commissioned, the farm will feed 30 lakh units of power to the grid every year.
Officials said the project was designed to assist in research and development of grid-interactive power plants. The farm would be established as a turnkey project.
DPR released
Chief Minister Oommen Chandy released the detailed project report (DPR) of the solar farm during the inauguration of the new headquarters building of ANERT here on Wednesday.
He said the availability of quality power was a critical element in Kerala’s development.
He said the power situation in the State warranted a focus on non-conventional energy sources and energy conservation.
Mr. Chandy said mini-hydel projects and solar power offered clean and eco-friendly means of power generation ideal for a State like Kerala.
Solution to power crisis
Delivering the presidential address, Electricity Minister Aryadan Mohammed said non-conventional energy sources were the obvious solution to the power crisis faced by the State.
“With no further scope for additional generation through conventional means, the State will have to make maximum use of wind and solar power to bridge the widening gap between demand and supply.”
Pointing out that 5,000 houses across the State had been provided with subsidized rooftop solar panels generating a total of 5 MW, he stressed the need to popularise the initiative. Mr. Mohammed stressed the need to equip government buildings with green features to save energy.
Saving energy
Highlighting the need for energy conservation, he directed the officials at the open-air venue to switch off the lights that were kept on in broad daylight.
With a built-up area of 25,000 sq ft., the new headquarters complex of ANERT is built on the Green Building concept. It will feature a roof top solar power plant of 15 kW capacity, solar-wind hybrid system, biogas plants, and solar water heaters.

Kerala to mainstream use of solar energy

The Cabinet on Wednesday approved the Kerala Solar Energy Policy aimed at mainstreaming the use of solar energy in the energy mix of the State.
The policy proposes to increase the installed capacity in the solar sector to 500 MW by 2017 and 2,500 MW by 2030. Various incentives are proposed to promote the use of solar energy.
The plans include promotion of offsite generation at locations such as canals, reservoirs, wastelands and quarries besides off-shore generating plants.
Off-grid applications
Off-grid solar applications shall be promoted for replacing diesel-based generator sets. Interventions will also be made for establishing rooftop system at demand points or consumer premises and promotion of conversion of existing inverter installation to solar power.
The State will also promote solar water heating system by making its use mandatory in industrial buildings, hospitals, hotels, housing complexes, hostels, barracks and jails, guesthouses, and similar buildings. It will also promote solar steam systems for wider applications such as community cooking, process industries and laundries, and industrial processes requiring steam.
Use of solar power and water heater will be made mandatory for residential flats, buildings with floor area of more than 2,000 sq ft.
For off-grid systems, the policy seeks to ensure bank finance at attractive interest rates and provide generation-based incentives. For grid-connected systems, the government itself will set an example by setting up generation facilities in public buildings. The policy urges all concerned to make use of rooftop and premises to install solar plants to match maximum demand of the offices within two years.
For grid-connected systems in non-government buildings and premises, incentives will be provided on the basis of net metering, feed-in-tariff, and renewal energy certificate mechanism.
Since large-scale absorption of solar power into the system is impossible without sufficient storage, a programme for exploring and developing pumped storage schemes will be promoted.
For evolving safety and quality standards, capability of academic institutions both within and outside the country will be leveraged. The policy also proposes licensing for manufacturers and all solar photovoltaic systems to be installed in the State. Solar procurement obligation will be mandated for commercial consumers with more than 20kVA of connected load.

Regulatory framework

The policy will be extended to other industrial consumers in a phased manner. At a later stage, similar conditions will also become applicable for high consuming domestic consumers. The legal and regulatory framework that will come into force following implementation of the policy is to mandate 100 litres solar water heater and 500 W solar photovoltaic systems for domestic building with floor area of between 2,000 sq ft to 3,000 sq ft.
All buildings above 3,000 sq ft will have to install a 100-litre solar water heater and at least 1,000 W solar photovoltaic system. In case of residential flats and apartments, five per cent of the energy usage for common amenities should be from solar power.

Tribal areas to be converted to revenue villages

In move expected to benefit traditional forest-dwellers in the State such as Cholanaikkans, Kadars, and Kattunaickans, the Union Ministry of Tribal Affairs has directed the Chief Secretary to convert all ‘tribal-dominated’ forest villages to revenue villages under the provisions of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act 2006.
In a circular issued on November 8, Ministry Joint Secretary Sadhana Rout reminded the State government that the conversion constituted a key portion of the forest rights Act. Kerala was yet to identify traditional forest villages or old habitations of tribespeople to be converted as revenue villages. The conversion would enable the administration to adopt development measures such as setting up of schools, dispensaries, and other such facilities in these villages, the circular said.

It was also clarified that the conversion would include the actual land use of the village in its entirety for current or future community uses such as building schools, health facilities, and public spaces. But very slow progress has been reported,” the circular said.
“The directive is applicable to all major States including Kerala which has done nothing to change the status of forest villages. While some villages were set up in remote and inaccessible forest areas during the British era to provide regular manpower in forestry operations, others were occupied by traditional forest-dwellers generations ago. Groups such as Cholanaikkans still lived in core forest areas while several others lived in areas with no forests. Some of these areas were still classified as forests,” C.R. Bijoy, a tribal rights activist, said. “Despite a change in land-use pattern, many tribal hamlets in the State continued to be forestland as per the Forest (Conservation) Act, 1980,” he said.
As per the new directive, the Forest Rights Act will supersede the Forest (Conservation) Act of 1980. The conversion will not require the consent of the Union Ministry of Environment and Forests. “The State will be able to take comprehensive steps improve infrastructure in terms of healthcare, education, drinking water and power supply, sanitation, and livelihood support,” Mr. Bijoy said. “Secondly, in revenue villages, the villagers are conferred with heritable but inalienable rights over the land, which have manifold benefits. The villagers can use this land as a guarantee for seeking bank loans to engage in any vocation,” he said.
“It is a welcome relief. Hope the State government will act soon,” M. Geethanandan of the Adivasi Gothra Mahasabha said.

Reserve development fails to take off

The Kadalundi-Vallikkunnu community reserve came into being in October 2007


Six years after it was constituted, the Kadalundi-Vallikkunnu community reserve, a long stretch of land
in the Kadalundi river estuary area with a sizeable number of inhabitants, is yet to see solid development.
It was in October 2007 that around 150 hectares of land spread across Kadalundi and Vallikkunnu panchayats was declared a community reserve by the then Forest Minister Benoy Viswom.
A management committee comprising members from both the panchayats and officers from the Forest Department for technical support was formed for the management of the reserve with public participation.
Though a draft management plan was prepared by the committee for submission to the government, the project ran into rough weather after people from the region coming out against the move, voicing various concerns.
Change in government
In the meanwhile, the government changed hands from the Left Democratic Front to the United Democratic Front, and the committee was reconstituted with a new chairman. A modified action plan was chalked out by the committee and submitted to the government, but it failed to comply with the guidelines of the Wildlife Institute of India (WII). The plan was again revised in compliance with the WII guidelines by a technical committee and handed over to the management committee for changes after discussions with the people and other stakeholders. By then, five years had gone by. In the meanwhile, the new committee chaired by T.P. Vijayan decided to introduce two more features, a Coir Park and a Fisheries Village, in the Rs.15-crore draft plan to make it more participatory and people-friendly.
But, for these features to be included in the draft plan, the technical committee’s nod is mandatory. “We will be able to submit the report to the government through the Forest Department only after consultation with the technical committee, the members of which are yet to be decided,” Mr. Vijayan said.
Hurdles galore
Even after it is submitted to the government, the action plan, which includes a boundary wall, approach road, public comfort stations, and other facilities for eco-tourists and ensuring the conservation of the area and its biodiversity, has many other hurdles to overcome, including final sanction from the Union government.
Concerns have been raised by different quarters that the action plan has not been properly discussed with the people and other stakeholders. “The Malayalam version of the proposed plan is yet to be made available to the residents even after several years,” a Kadalundi resident said. Anil Marath, member of the management committee, shares the view. “No such conservation projects will succeed if proper measures are not taken to ensure the participation of stakeholders,” he said.

Stop development work in Western Ghats: enviroment ministry

Ministry earlier approved Kasturirangan panel report recommending prohibition of development activities in 37% of natural landscape 
New Delhi: The environment ministry has issued directions to six state governments prohibiting development activities including mining and quarrying in the 60,000sq km ecologically sensitive area of Western Ghats.
The ministry’s direction came weeks after it gave approval to a controversial report on Western Ghats prepared by the K. Kasturirangan-led panel which recommended prohibition on development activities in 37% of natural landscape that has high biological richness.
In its order issued to Kerala, Tamil Nadu, Karnataka, Goa, Maharashtra and Gujarat on Wednesday, the ministry said the “directions will come into force with immediate effect and remain in force till further orders”. “In case of any violation, appropriate legal action under the Environment (Protection) Act, 1986 shall be taken,” it said.

The 37% of natural landscape identified by the 10-member high-level working group under Kasturirangan has low forest fragmentation, low population density and containing protected areas, world heritage sites and tiger and elephant corridors has been identified as ecologically sensitive area.
According to the direction, activities including mining, quarrying, sand mining, thermal power plants, building and construction projects of 20,000sq mt area and above and township and area development projects with an area of 50 hectares and above or with built-up area of 150,000sq mt and above will not be allowed in these areas. The ministry has also imposed a strict ban on all red category industries, which are identified as heavily polluting by it.
According to the ministry, the Kasturirangan panel has recommended “non-tolerance policy” with respect to highly interventionist and environmentally damaging activities like mining or polluting industries in natural landscape of Western Ghats which is under “unprecedented threats” due to mining and urbanisation.
The Kasturirangan report had come under heavy criticism by Madhav Gadgil, author of the Western Ghats Ecology Expert Panel report. He has alleged that it was prepared on the basis of “web-based consultation” ignoring concerns of the localites.
The Kasturirangan panel was constituted to examine the detailed Western Ghats Ecology Expert Panel report prepared under Gadgil’s leadership. The ministry has said that it would soon constitute a high-level committee to monitor implementation of the Kasturirangan committee report in a time-bound manner.
