Migrant butterflies create a flutter

The summer showers have brought with it seasonal visitors to the Idukki wildlife sanctuary. With their yellow colour and rhythmic movements, the medium-sized butterflies known as Lemon Emigrant are creating quite a flutter on the river banks of the sanctuary.
Lemon Emigrant, also known as Common Emigrant (Catopsilia pomona), is a medium-sized butterfly of the pierid family found in Asia and parts of Australia. They migrate in groups and aggregate on substrates such as wet soil — a phenomenon termed ‘mud puddling’.
Entomologist Unni Krishnan Pulikkal who had held a survey of butterflies in the sanctuary told The Hindu on Wednesday that the species was very common in sanctuaries in the State. A large number of the common emigrant is found in the Chinnar wildlife sanctuary. They usually appear prior to the monsoon season and are spread over in the river line areas of the forest.
He said mud-puddling was a good sign. Some rare species of butterflies were also found in the sanctuary recently, pointing to the favourable atmosphere here for different species. The sanctuary also has host plants of various species, setting favourable conditions for the common emigrant.
The butterflies travelling up and down, using the rivers as corridors for high and low elevation breeding plants, is a common sight here. They settle down for long periods on sunlit river banks and sand bars to suck in mineralised moisture. Their unity in movements and common yellow colour against the sunlit river banks make for a visual feast. They also visit the flowers nearby on their migratory trail. The six Catopsilia species found across the world are gorgophone, thauruma, pyranthe, scylla, florella and pomona. Pomona is spread from Sikkim to Malaysia, east to the Philippines and from South Pacific to Australia.
Though earlier entomologists had considered Catopsilia pomona and Catopsilia crocale to be separate species, scientific studies later proved that they are of the same species. The eggs are laid in small batches on the food plants mainly of cassia genus.

An asylum for elephants at Adavi

Adavi, a picturesque forest patch on the banks of river Kallar, will soon become an asylum for orphaned elephants, thanks to an initiative taken up by Revenue Minister Adoor Prakash with the support of Konni Divisional Forest Officer T. Pradeepkumar.
The Forest Department has identified 160 hectares of forest land at Adavi, 10 km from Konni town, for setting up a rehabilitation centre for elephants, especially for rescued, orphaned, injured and abused pachyderms.
The proposal is to develop defunct acacia and teak plantations spread across 160 hectares of forest land into an elephant sanctuary-cum-ecotourism centre strictly adhering to the provisions of forest laws, said Mr. Pradeepkumar.
VSS role
Mr. Pradeepkumar told The Hindu that Vana Samrakshana Samithis (VSS) would be entrusted with the task of running the centre with out disturbing the natural environs and the forest ecosystem.
An ecotourism project would be part of the elephant asylum with a view to spreading public awareness on environment conservation and wildlife protection by bringing man close to the forest environs as well as the wildlife.
According to Mr. Pradeepkumar, elephants calves, separated from their mothers and herds, are often found wandering in the forests and such animals would be brought to the proposed rehabilitation centre. Injured and abused elephants would also be given shelter at the centre.
The Revenue Minister, who is also the local MLA, said the project, estimated to cost Rs.350 lakh, would be implemented in two phases. The government had already sanctioned Rs.100 lakh for the first phase.
Familiarising people with the wild through such projects in an eco-friendly manner would be of great help in reducing excessive human intervention in forests leading to deforestation, fires, and poaching, the DFO said.
Work under way
Mr. Prakash said the work on an arch at the entrance of the proposed centre and a bridge across a stream leading to Kallar was fast progressing.
The DFO said the construction of a bathing ghat and six tree-top huts would also be completed in the next few months. The nearly 5-km river frontage of the project area facing Kallar would be an added attraction to the Adavi ecotourism venture.
Mr. Pradeepkumar said the project has been modelled on the Pannawala Elephant Orphanage in Sri Lanka.
An herbal garden, bamboo park, arboretum, honeybee park, butterfly park, bamboo shelters, and a bird-watching facility are the key components that have been included in the first phase of the project.
Trekking facility
The DFO said the Forest Department would also provide facility for coracle rides and rafting along the 15-km stretch of the river between Chengara and Thekkuthode. VSS volunteers would take tourists for a trek into the interior forest.
The department is also planning to set up tree-top walkways and an adventure trekking facility at Adavi in association with the Tourism Department.
The elephant rehabilitation centre would be set up in the second phase, he said.
A mahout training centre, a check dam with water-spread area of two acres for the elephants to take bath, and a breeding place have also been planned in the second phase.
Adavi is hardly 5 km from Mundommoozhy on the Achencoil-Chittar Hill Highway. The elephant camp and museum in Konni town will be the base camp of the eco-tourism initiative.
The forest shrines of Aluvamkudy and Avolikkuzhi are also situated in the area.
Mr. Prakash said the project, when completed, would be the first one of its kind in the country and would attract global attention. It would also generate employment opportunity for the local population in a big way.
He said entry into the Adavi eco-tourism project area would be strictly restricted through a pass system with a view to avoiding excessive human intervention in the forests.

Panel dismisses fears on seaplane service

An expert committee set up to study “any probable impact” of seaplane operations on inland fisheries has observed that apprehensions about waterdromes at Ashtamudi, Punnamada, Munnar, Bolgatty, and Bekal reducing the fishing area “are prima facie unfounded.”
However, the committee recommended measures for stock enhancement to increase yield if the waterdrome is to be located in an active fishing area. Steps to involve fisherfolk in responsible tourism initiatives too have been suggested.
The committee, headed by Secretary, Tourism, Suman Billa, with Vice-Chancellor, Kerala University of Fisheries and Ocean Studies B. Madhusudhana Kurup; former Associate Professor, Regional Agricultural Research Station, Kumarakom, K.G. Padmakumar; Principal Scientist, CMFRI, K. Madhu; and Managing Director, Kerala Tourism Infrastructure Limited (KTIL), Anil Kumar S, as members, was set up by the government after the seaplane project failed to take off following opposition from fisherfolk.
Because of protests by the fisherfolk inside the waterdrome, the inaugural flight of the Cessna 206 H amphibian aircraft from Ashtamudi Lake in Kollam was forced to return without landing on Punnamada Lake in Alappuzha on June 2, 2013.
The expert committee, in its interim report submitted to the government, has noted that the resentment of the local fishermen “is not against seaplane project per se, but is due to their apprehension that increased tourism activities and urbanisation may cause resource depletion which will further lower their livelihood prospects”.
KTIL, the nodal agency of the project under Kerala Tourism, has been asked to see that remedial action plan is implemented with the participation of local fisherfolk under the guidance of the experts in open water cage farming. Programmes for ecosystem surveillance, pollution abetment and sustainable practices to enhance fisheries wealth have been recommended.
The committee has suggested that the waterdrome be set up on Vattakayal, which has less fishing activity, instead of Punnamada Lake. In other locations shortlisted for operations, stock enhancement of fish has been suggested. It is better to avoid locations close to bird sanctuaries such as Kumarakom, the committee says. The project is structured with minimum impact on environment and minimal adverse social impact, it has observed. The landing area is 1.25 km long, and 250 metre wide in waterbodies with a minimum depth of 1.2 metres.
In comparison
Maintenance and refuelling of seaplanes are allowed only in regular airports. The seaplane does not have toilets, thus avoiding any direct discharge into the water. The waves created by the seaplane are weaker than those made by an outboard engine-mounted speed boat. There will be no turbulence or contamination due to gases produced in the waterbody due to propeller movement.
Flight operations are conducted only during daytime. Once the seaplane lifts off and till it alights, the environmental impact is identical to any other aircraft. The noise level of the seaplane takeoff is well below leisure watercraft like speed boats and jet skis. During landing, they glide down the water without creating any noise.

Using honeybee buzz to ward off crop-raiders

A series of crop raids by animals had been reported from Mathamangalam, a small village in Poothadi grama panchayat, even after trenches and power fencing were put up in the area.
As many as 50 students of the KVASU took part in the initiative.
The students took up the work as part of an innovative project being implemented by the Agricultural Technology Management Agency (ATMA, Wayanad), in association with the State Forest and Wildlife Department, National Bank for Agriculture and Rural Development (Nabard), and the Khadi and Village Industries Board (KVIB).
The brain behind the project is K.M. Sankarankutty, a field worker of KVIB. His trial project at Amba, a tribal hamlet inside the forests at Sugandhagiri, proved that bees could scare away big beasts.
He developed the fence with technical advise from Lucy King, a U.K.-based wildlife researcher in Kenya with expertise in beehive fences.
Honeybees produce three types of buzz, the most ferocious when they are provoked, Mr. Sankarankutty said.
The technology of the fence is quite simple: when the elephants hit the cable of the fence, the looped beehive boxes fall down swiftly, and the sudden shock provokes the bees. The ferocious buzzing drives away pachyderms, said A. Karthika, a B.VSc. third-year student of KVASU.
The students used nearly 120 beehive boxes for the purpose.
“Initially, we were afraid of bee sting, but we soon got acquainted with the apiculture procedure, said Vivek Philip, a research scholar at KVASU.We plan to install a 4-km beehive fence under the project this year, Anil Zachariah, deputy project director, ATMA, said. Farmers would also be trained in apiculture procedure to maintain and harvest honey from the hives. ATMA is planning to market the extracted honey and wax under a brand name, ‘Elephant friendly honey,’ Dr. Zachariah said.
The Nabard has earmarked Rs.6.5 lakh and the Forest Department has allotted Rs.1.5 lakh for the project.

No steps to evict windmill firms

Though it has been four years since the High Power Committee headed by the Chief Secretary found that 85.21 acres of tribal land was encroached upon at Attappady and sold to windmill companies, action has not been initiated either against the officials who had helped in fabricating the documents or those companies that are still in possession of the land. In fact, power from these units is flowing to the grid of the Kerala State Electricity Board at Attappady.
The 85.21 acres of land formed part of the 374.48 acres that Sarjan Realities Limited, a subsidiary of Suzlon, had acquired in the Attappady areas where Suzlon Energy had installed 31 windmills, all in the name of green energy production.
The windmills were sold to some prominent film personalities and companies. The report of the Chief Secretary that had come out in July 2010 was used by the United Democratic Front (UDF) against the Left Democratic Front (LDF) which was then in power in the State. The UDF raised the matter in the Assembly and replying to the debate, the then Electricity Minister A.K. Balan admitted that windmill companies had encroached upon tribal and forest land in the Kottathara, Sholayur and Agali villages of Attappady.
The Minister had stated that the report of the Integrated Tribal Development (ITDP) Project Officer of Attappady revealed that 100 acres of tribal land and 50 acres of forest land was encroached upon by the windmill companies. The then Collector K.V. Mohankumar also sent a report to the government stating that there were widespread encroachment. He suggested a comprehensive inquiryby the Revenue, Registration and Forest Departments to bring out the fraud.
Agitations held
Most of the top leaders of the UDF reached Nallasinha in Attappady in July 2010 to lead an agitation by the tribal people demanding that the encroached land be returned to them. The UDF leaders demanded action against the officials and the windmill companies for usurping tribal land.
They declared at Nallasinha that the two wind towers standing on the encroached tribal land should be acquired by the State government and returned to its original owners, the tribal people of the area. They even led a delegation of tribal people to Delhi and met Congress President Sonia Gandhi and Vice-President Rahul Gandhi seeking their support for the agitation.
It had been nearly three years since the UDF came to power, but they seemed to have forgotten about the tribal-land issue in Attappady, said M. Sukumaran, convener, Attappady Samrakshana Samithy.
He said that in survey no.1,275 of Kottathara village the extent of land was 215 acres. “Fifty acres of forest land and 150 acres of tribal land. But the entire 150 acres of tribal land is sold and encroached upon using fabricated documents by the land mafia. In total 25 fabricated documents were made with the connivance of the officials of Revenue, Registration and Forest Departments.”
He said though the government had suspended four officials and three officials of the Attappady Hill Area Development Society in connection with this case, all of them had returned to service now. The government had taken no steps to evict the windmill companies from the tribal land, Mr. Sukumaran said.
